RICE CRACKER MANUFACTURER'S ASSOCIATION OF JAPAN

A national trade association for Japan's rice cracker (beika) industry, covering manufacturers of arare and senbei as well as producers of rice cracker dough. It was established in 1962 (Showa 37) as a commercial and industrial cooperative under Japan's law on the organisation of small and medium enterprise associations, founded with roughly 2,000 member businesses to let rice cracker companies act together on raw material problems. The background to its formation was the Food Control Act, under which rice was state-controlled from 1942 until 1995; while rice was scarce, allocation prioritised staple-food use and processing applications such as rice crackers came last, leaving manufacturers struggling to secure raw rice. Membership now stands at about 281 companies (as of April 2024), and in prefectures with concentrations of members there are separate prefectural rice cracker manufacturing cooperatives - 35 nationwide - operating as branches of the national body. Core activities are joint purchasing of raw rice, collection and distribution of industry information and data, and member welfare programmes. The association's stated objectives are stable supply of raw rice, stimulating demand for rice crackers, and smoothing information sharing among member companies; export expansion is also identified as a shared challenge being worked through the membership. Beyond trade functions it runs consumer education on arare and senbei - explaining their appeal including digestibility and the importance of chewing, the varieties available and the distinction between arare and senbei, and how they are made, noting that manufacturing processes differ substantially depending on the type of rice used. It publishes a nationwide directory and map of member shops selling arare and senbei direct to the public, runs and promotes industry events such as the Arare and Senbei Festival at Niigata Furusato Village and department store showcases at Hankyu Umeda, engages with government including meetings with the Minister of Agriculture, Forestry and Fisheries, and issues chairman's new year statements and appearances in industry publications.
